All insurance companies are very inconsistent with their rates. I recommend shopping around. Sorry I don't have an exact answer.

which company gives the most discount for teen drivers?

if you can't afford the high premiums for your age group. then go for a third party premium, it's a lot cheaper , but it only covers the damage to the other car,
if you were in the wrong , it does not cover you. if the other driver was at fault
