Problem is:I don’t know whether to insure it before or after buying the car.
i may consider comparing quotes online, but i don't know if this is necessary.
Comparing quotes is only necessary if you want to optimize your money vs value.
If you don't care paying $3k yearly for some cover that might cost you to some $775 somewhere else then just buy from the first one that comes along, as in all

Comparing quotes online isn't necessary. Its your choice. You can go to the first insurer and they'll cover you but it might not be competitive.
If you're buying from a dealer, and you've put a deposit on it, and you are definitely getting

I'm 19 years old, i have had a license for a year and a half. i have had one speeding incident where i was going 100 miles per hour. Other than that i have no records of bad driving. i drive a honda civic sedan.

Usually, one little ticket won't affect your insurance rates. However, a ticket for 100mph probably will.
There is no "cheapest" insurance company. I got my best insurance quote from The Hartford, but you might get a better quote
