I wish you had added the city, too, as prices are different based on county and water system. Figure about $25 per month on average. Relative to other markets, Portland is cheap (Seattle is nearly $40).

Boniface also spoke again about the need to address the finances self-supporting water enterprise fund as a whole.

Councilman Dion Guthrie asked the county officials to simplify the implication of the legislation and explain what it will mean for the average taxpayer.

"It's certainly going to be complicated for the average citizen out there," Guthrie said. "For the average citizen, what does this mean for the bill that they are going to get every quarter?"

With further nudging from Guthrie, Caudill worked out that the average customer's quarterly bill could go up by 4 percent.

Caudill and Ludwig also spoke about two additional pieces of legislation, dealing with enhanced nutrient removal fees and sewer use fees that parallel the bulk water fees.
