What would be the best car for a new 16 year old driver who likes cars very much.?

He knows all about cars, and I was thinking of getting him a used car as a present. My budget is around $13,000. I think that he would want a stick, possibly even all-wheel drive. The car can not be slow. Also, the car can not be too small (example:
If you want a car that fast and he can but money into get a nice camaro
or if you really want him to like it get him a 3000GT VR4

What is the best car for a new, 16 year old driver?

Looking for a car. Figured I'd get some help from random people
As has been said, anything that fits into your parents' budget, isn't too high on insurance, and doesn't have too many internal problems. Not a new car; no 16 year old needs one of those, and while not every teen is a stupid driver, the description fits

Racin' with Jason: NASCAR K&N Pro Series East drivers may need some St ...

At least a little luck will probably be needed in order to survive the series’ first appearance at Bristol (Tenn.) Motor Speedway - a track where even the Sprint Cup drivers usually end up throwing things in frustration at those who wrecked them.
Some of the teams conducted a test over the winter at “The World’s Fastest Half-Mile,” but there really is nothing that can truly prepare you for such a difficult track. You might think you’re ready, but all bets are off the second your car gets a few dents in it from the close quarters you have to race in.
It’s not usually the best car that wins, but rather the cleanest - the one that survives the best and most likely the luckiest.
Perhaps, instead of champagne, the winner can douse his crew with green beer in Victory Lane - assuming one of the series’ many teenagers doesn’t win. However, the odds are pretty good that a young whippersnapper will emerge victorious.
K&N East Series drivers can rest easily knowing that Max Gresham is in the NASCAR Camping World Truck Series instead of defending his championship. Darrell Wallace Jr., in his third full year on the circuit, is widely expected to be the one who benefits. Wallace Jr., 18, is one of several drivers who switched teams in the offseason, taking over Gresham’s seat at Joe Gibbs Racing.
